Description
SOSi is seeking a Subcontracts Manager to work at our corporate office in Reston, VA. In this role, the Subcontracts Manager shall be responsible for cradle to grave support of all Subcontract related activities across SOSi’s US Government, International and Commercial business activities.
Responsibilities
- Proposal Support consistent with our purchasing system manual to include:
- Development and support of Market Surveys and RFIs to better inform industry partnerships to pursue business for SOSi.
- Negotiation of Non-Disclosure Agreements.
- Negotiation of Teaming Agreements.
- Source selection approval consistent with our purchasing system manual.
- Development of subcontractor solicitations (including flow-downs) which are consistent with prime solicitation instructions as well as internal business strategies resulting in best value subcontractor proposals.
- Negotiation of rates and subcontractor pricing as well as cost / price analysis as required.
- Analyze and assess risk factors related to potential subcontractors (credit worthiness, past performance, etc.)
- Subcontracts Administration and Compliance support consistent with our purchasing system manual to include:
- Day-to-day administration and change management of subcontracts.
- Maintaining compliant and audit ready files in accordance with purchasing system manuals.
- Negotiation of subcontract related issue resolution during execution.
- Engagement and Coordination activities to include:
- Cross-functional engagement with finance, contracts, project controls and other functions needed to support timely and accurate subcontracting actions.
- Day-to-day Program and line support providing subject matter expertise on actions related to subcontracting at all phases of the subcontract life cycle.
- Provide subject matter expertise to identify to subcontractor risks and related avoidance and mitigations.
- Support process improvement initiatives as they relate to subcontract workflow, efficiency and improvement.
Qualifications
- Bachelor’s degree in Business or related field or equivalent experience.
- Six to nine years of subcontract administration / management experience in support of U.S. Government and Commercial Contracts.
- Experience in developing solicitations, qualifying and selecting suppliers/subcontractors (including performance of price and cost analysis), and negotiating complex contract terms.
- Ability to draft, review, negotiate and administer various contractual documents.
- Familiarity with all U.S. Government Contract types and related subcontracts.
- Sound understanding of U.S. Government Contract flow-down clauses.
- Excellent working knowledge of standard concepts, rules, regulations, and practices relating to U.S. Government Contracting, including familiarity with the FAR, DFARS, Contractor Purchasing System Review (CPSR) requirements, Procurement Integrity.
- Advanced knowledge of supply chain processes from requirements generation through receipt.
- Excellent analytical, interpersonal, and oral and written communications skills.
- Ability to switch-task, adapt to shifting priorities.
- Certified Professional Contracts Manager and / or Certified Federal Contracts Manager.
- Strong proficiency in Microsoft Office applications.
- Ability to work independently to support internal customer.
Working Conditions
- Working conditions are normal for an office environment with 3 days in office and 2 days optional remote work.
- Requires periods of non-traditional hours including consecurtive nights or weekends when necessary.
